2012 / DHS (Department of Homeland Security)
After the first Gulf War (Papa Bush) a law was passed in 1994 (Clinton) authorizing the Pentagon to donate surplus military equipment to local police departments.
Since 1994 millions of pieces of equipment designed for use on a foreign battlefield have been handed over for use on U.S. streets, against U.S. citizens.
The Pentagon has distributed M-16s, M-14s, grenade launchers, armored personnel carriers, tanks, helicopters and airplanes to civilian police agencies across the nation.
The Department of Homeland Security (DHS) was created as a direct result of 9/11 and first initiated by President George W. Bush.
The 9/11 attacks provided an excuse for auxiliary militarization of America’s police departments. Some police departments switched to battle dress uniforms instead the traditional police uniform.
Psychological Operations: Critics say subtle changes like a more militarized uniform can change both public perception of the police and how police see their own role in the community.
The military’s job is to protect against a foreign enemy. Police are charged with keeping the peace and protecting the constitutional rights of American citizens and residents. It’s dangerous to combine the two.
That is why the U.S. passed the “Posse Comitatus Act” in 1878, a federal law that forbids the use of federal military personnel to enforce domestic policies within the United States.

– They retrofitted vintage MaxxPro vehicles that were first Designed in 2007.
– Business is good, Navistar International continues to anticipate new vehicle capabilities and enhancements for its entire fleet of 32,000 vehicles.
2012 DHS Shoot to Kill
DHS has recently purchased 7,000 automatic assault rifles, calling it a “Personal Defense Weapons Solicitation” and it has stockpiled more than 1.6 billion bullets, this amounts to about 5 bullets for each American Citizen.

DHS has a contract award program called Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE).
EAGLE Contracts: Indefinite, delivery, quantity contracts for IT support.
United States Department of Homeland Security recipients of DHS Eagle (IT) Contracts are national and international corporations selling IT security and information management.
